中国政府奖学金高水平研究生项目申请办法

中国政府奖学金—高水平研究生项目系中国教育部向部分中国高水平大学提供的全额奖学金，用于高校直接遴选和招收优秀的外国青年学生来华攻读研究生学位。

一、 基本情况

沈阳建筑大学是一所以建筑、土木等学科为特色和优势，以工为主，工、管、理、文、农、艺术等多学科门类协调发展的省部共建高等学校。

学校设有15个学院，50个本科专业，30个硕士专业，建筑学、城乡规划学、风景园林学、土木工程、机械工程5个博士学位授权一级学科，土木工程、机械工程、建筑学3个博士后科研流动站。学校有教职工1700余人，其中博士硕士导师654人，教授199人，副教授428人。学校全日制在校生规模近16000人，现有本科生11100人，博士、硕士研究生4100人，外国留学生800余名。学校科研实力雄厚，在中国高校产学研实力排行榜中排名第13名。学校入围“中国高校专利转让排行榜（TOP100）” ，位居省属高校第一。学校校园环境优美，被中华人民共和国住房和城乡建设部评为“中国人居环境范例奖”。

学校与40多个国家和地区的60多所大学建立了校际交流或科研、合作办学关系，是教育部选定的招收国内访问学者单位，是国务院确定的全国首批可以招收外国留学生的学校，是中国政府奖学金来华留学生招收院校，是辽宁省政府外国留学生博士奖学金生招收院校，是辽宁省高层次人才培养基地和辽宁省干部教育培训基地，学校与美国班尼迪克大学合作举办的信息管理硕士学位教育项目是基地的示范项目。学校与罗马尼亚特莱西瓦尼亚大学共同建立了孔子学院。

申请人资格

1、申请人须为非中国籍公民，身体健康；

2、申请人的学历和年龄要求：

来华攻读硕士学位者，须具有学士学位，年龄不超过35周岁；

来华攻读博士学位者，须具有硕士学位，年龄不超过40周岁。

3、语言水平要求：

硕博申请者，其语言水平，由导师和院系可根据面试和笔试的具体情况决定。

申请汉语授课，需提供HSK成绩（两年有效），要求如下：

3.1 申请硕士学历，需HSK四级180分及以上；

3.2 申请博士学历，需要HSK五级180分及以上。

申请英语授课，需提供以下英语能力证明：

3.3 提交托福（TOEFL）或雅思（IELTS）成绩单，原则上需达到80分或以上，雅思需达到6.0分或以上；

3.4 上一阶段授课语言为英语的授课语言证明；

3.5 以英语作为官方语言国家的申请者，免交英语语言水平证明。

二、 奖学金内容及标准：

全额奖学金生可免交学费、住宿费、生活费，但注册费、住宿保证金、居留许可 费及体检费需自己承担。

注意事项：

1．实验及实习超额部分费用自行承担；

2．学校按月发放生活费：

硕士研究生： 3,000元人民币/月/人

博士研究生： 3,500元人民币/月/人

3. 中国政府奖学金来华留学生综合医疗保险。

4. 国际旅费：自理。

三、申请途径及申请时间

1．在“中国政府奖学金来华留学管理信息系统”注册及填写申请信息。 (http://www.campuschina.org/)

2. 申请材料

(1)《中国政府奖学金申请表》（中文或英文填写）。

(2)护照首页。如现持有护照有效期不符合要求（护照有效期应晚于2025年9月），请及时换发新护照。

(3)经公证的最高学历证明。如申请人为在校学生，须提交本人就读学校出具的预计毕业证明或在学证明。

(4)学习成绩单（自本科阶段起）。成绩单扫描件应包括本科、硕士（如有）、博士（如有）学习阶段，直至最近一学期的成绩。成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。可提供中/英文成绩单，如为英语以外语种，需另提供英文翻译件并公证。

(5)语言能力证明。申请以中文为专业教学语言的申请人须提供有效期内且与相应中文水平要求相符的HSK成绩报告。申请以外语为专业教学语言的申请人应根据学校要求提供相应的语言能力证明，如雅思或托福成绩单。

(6)预录取材料。

(7)来华学习计划。应提交中/英文学习计划（1000 字以上），博士研究生须由中方导师签字，学习计划只可以用中文或者英文书写。

(8)推荐信。提交两名教授或副教授的推荐信，内容应重点包含对申请人来华学习目标要求，中方院校或者中方导师与国外导师的合作情况或者校际交流情况，以及对学生综合能力，未来发展的评价，只可用中文或英文书写。

(9)个人作品。申请攻读艺术、设计类等专业者，可通过“作品/其他支撑材料”上传个人作品类材料（如影像、绘画作品等），亦可按照申请院校要求以其他方式提供。

(10)年龄不满18 周岁的申请人，须提交在华法定监护人的相关法律文件。

(11)《外国人体格检查表》复印件（原件自行保存，此表格由中国卫生检疫部门统一印制，须英文填写）。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效，检查结果有效期为6个月。

(12)无犯罪记录证明。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前6 个月以内的证明文件。

2025 CSC Top-level Graduate Scholarship

Chinese Government Scholarship-Top-level Graduate Program is a full scholarship established by Ministry of Education to support Chinese universities to attract outstanding international students for graduate studies in China. Shenyang Jianzhu University is one of the prestigious universities designated to undertake this program to recruit graduate students for Master and Doctoral Programs.

Ⅰ. INTRODUCTION

Shenyang Jianzhu University established in 1948, is the only comprehensive university with its priority given to Civil Engineering and Architecture as well as multi-disciplinary education overlapping among engineering science, industry, literature, administration, nature science, agronomy and law in Liaoning Province.

Of the total area of 1,038,960 square meters and total building area of 590,000 square meters, the new campus is located in “college town” of Hunnan New District in Shenyang. The planning of the campus is full of people-oriented concepts and ideas of harmonious coexistence between nature and human being. A 756.31-meter corridor, which is the longest one in the Asia, connects teaching area, lab area, living area and administrative area together.

The university has 15 subordinate schools and 1,560 faculty members are working at SJZU currently, including more than 102 professors and 210 associate professors and 14 subject experts. Current enrollment consists of nearly 16,500 degree candidates, including 11,634 undergraduates, 2,500 graduates and doctorate students, 460 foreign students, and students enrolled in adult and professional schools. In the recent 6 years, the employment rate of new graduates consistently topped the list in Liaoning Province.

SJZU is entitled to confer Master’s Degrees in 33 programs and Doctoral Degrees in 5 programs. She also has 6 provincial major subjects and 8 provincial key laboratories. Undergraduate Education consists of 5 sciences and 35 subjects. Among them, 7 subjects are national approved and subjects of Civil Engineering & Architecture have both passed the evaluation of the Ministry of Education. The university was approved as an experimental school to cultivate excellent athletes of snow skiing, gymnastics in 2002. Shenyang Jianzhu University has set up sister relationships with more than 40 universities in 30 countries around the world. In this way, Shenyang Jianzhu University has strengthened its connection with the foreign universities worldwide.

Eligibility:

1. Applicants must be a citizen of a country other than the People’s Republic of China, and be in good health both mentally and physically.

2. Applicants must be a bachelor’s degree holder under the age of 35 when applying for master’s programs;

3. Applicants must be a master’s degree holder under the age of 40 when applying for doctoral programs;

4. Language requirement:

4.1 HSK certificate (within 2 years) is required for the Chinese-taught program:

Master programs: HSK 4 180 or above for majors;

Doctor programs: HSK 5 180 or above.

4.2 English certification is required for the English-taught program:

Submit a TOEFL or IELTS transcript, in principle, the score must be 80 or higher, and the IELTS score must be 6.0 or higher;

Applicants that use English as the language of instruction at the last education background, submit the language certificate issued by the last education institutions instead

Applicants from countries where English is the official language are exempt from proof of English language proficiency

Ⅱ.SCHOLARSHIP DETAILS

Full government scholarship covers the tuition fee, accommodation fee for dormitory on campus and living allowance. Full government scholarship doesn’t cover application fee, accommodation deposit, visa fee and medical examination fee.

Note:

1) Costs of the laboratory experiment or internship beyond the institution’s arrangements should be self-afforded.

2) Monthly allowance is granted to the students through the host institution at the following rates (CNY Yuan per month):

* Master Degree Students: 3,000 CNY/month

* Doctor Degree Students: 3,500 CNY/month

3) Comprehensive Medical Insurance.

4) Applicants are expected to pay for their own international travel expenses.

Ⅲ. Application Procedures and Time

1. Register and finish the online application at the CSC online Application (http://www.campuschina.org/);

2. Application Documents

1) Application Form for Chinese Government Scholarship (in Chinese or English);

2) Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before September 2025), please apply for a new passport before submitting the application;

3). Notarized highest diploma;

4). Academic transcripts;

5). Language qualification certificates. Applicants for Chinese-taught programs must submit valid HSK reports in accordance with the corresponding Chinese proficiency requirements. Applicants for other language-taught programs shall provide relevant language proficiency certificates according to the universities’ requirements, like IELTS or TOFEL report;

6). Pre-admission documents.

7). A study plan proposal.;

8). Two recommendation letters.;

9). Example of art.;

10. Applicants under the age of 18 should submit the valid documents of their legal guardians in China;

11). A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant).

12). Non-criminal record report.

Ⅳ. Admission Notice and Enrollment Time

The admission notice will be issued to the applicants at the end of July, 2025, and enrollment time will be September, 2025.
